Chapter One: Introduction

1.1 Background of the Study

Political ideologies are fundamental in shaping the direction of policy-making in any democratic society. They provide a framework through which political parties and leaders define their positions on key issues, influence public opinion, and determine the types of policies they will prioritize once in power. In Nigeria, political ideologies have traditionally been fluid, with political parties often shifting their stances based on pragmatic considerations rather than strictly adhering to ideological doctrines. However, the role of ideology in shaping policies, particularly at the local government level, remains a critical area of study.

Gombe State, located in the northeastern region of Nigeria, is characterized by its unique socio-political dynamics and demographic composition. Gombe Local Government Area (LGA), being one of the state's prominent LGAs, is a key area where political ideologies play a significant role in influencing policy decisions. The political landscape in Gombe LGA is shaped by the intersection of ethnicity, religion, economic factors, and party affiliation. The state's political parties, often rooted in regional, religious, and ethnic considerations, use ideologies to appeal to voters, gain political legitimacy, and shape local policies.

Political ideologies can broadly be classified into liberalism, conservatism, socialism, and other regional or cultural ideologies that influence governance. 1.7 Scope and Limitations of the Study

This study focuses on the effect of political ideologies on policy-making in Gombe Local Government Area, Gombe State. The research will examine the policies implemented by the ruling political party, focusing on areas such as education, health, and infrastructure, and assess the ideological motivations behind these policies. The study will be limited to Gombe LGA, and the findings may not be generalizable to other LGAs in Gombe State or beyond.

Limitations of the study may include challenges in accessing policy documents, political party platforms, and interviews with key political figures. Additionally, the fluid nature of political ideologies in Nigeria may make it difficult to categorize policies as strictly ideological, especially when policies are shaped by practical considerations, political compromises, or electoral pressures.

1.8 Operational Definition of Terms
